Ray Kelly on gun legislation: "We need a comprehensive federal policy"

As the nation continues to grapple with the on-going gun debate, this evening at 9 "Piers Morgan Tonight" invites Ray Kelly to add his unique insight into one of America's most-polarizing issues.

The Commissioner of the New York City Police Department, Kelly points to nationwide firearm legislation as an integral factor in truly addressing the situation:

"We need a comprehensive federal policy about guns, and all aspects of it," Kelly tells Piers Morgan. "Ninety percent of the guns we confiscate here in New York City are coming from out of state. We call it the "Iron Pipeline," up I-95, coming from southern states, to a great extent."

When the host suggests that certain politicians may be voting with career aspirations in mind, rather than truly serving the public, Kelly condemns such behavior:

"I don't think it's too much to ask our elected officials to vote your conscience, that's why we put them in office," says the longest serving police commissioner in New York City's history. "We'd like to think that sometimes people are going to just do the right thing. I certainly think that's what has to happen here. There's still way too much bloodshed."

    Saw Steve Croft on the show discussing that very odd dual interview. There are several cabinet secretaries stepping down, so why would Hillary Clinton be the only one demanded by Obama to do a dual interview?
    Also, I wonder why Obama spends so much time on 60 Minutes, and is afraid to go on Fox News. Could it be the constant softball interviews that he gets on 60 Minutes that brings him back to is favorite venue?
    The interview last night was another puff piece? where were the hard hitting questions to Obama and Clinton, especially on foreign policy? We quickly knew the "tick tock" of the bin Laden raid, so why no "tick tock" for the Benghazi episode? what were Clinton and Obama during during those 7 hours?

      The second amendnent draftees meant military weapons, and the obligation of everybody to have them and know how to safely use them was implied. The militia was composed of every able adult so the problem now is all us shirking our responsibility under the amendment. "essential..."

      I assume the "bufoon" you refer to is Ray Kelly.....I was wondering the same thing.....He is on the front page of the NY Post today saying hanguns are the problem, not "assault rifles" which havent been used in any homicides in NYC last year......I guess his boss Bloomberg straightened him out before the CNN appearance since he's back to "assault rifles" as the problem tonight.....or maybe hes just kissing up to Piers like he does to Bloomie.

    Piers keeps say that gun sales are being driven by fear mongering by the NRA. The explanation is a lot more basic, and it’s just elementary economics. Tell people that something might be harder to get tomorrow than it is today and people will rush out in droves to buy as much of it as they can. Look at what happened to store shelves when it was announced that Hostess was going out of business. People rushed out and bought all the Twinkies they could find. There’s nothing sinister on the part of the gun rights lobby, it’s just human nature.

    In regard to the two policemen that said banning guns was not the answer but addressing mental health was:
    The shooter in CO was in therapy at the time! Better mental health services will not work. Mental health workers and doctors will NOT report their patients for fear of being sued for breaking confidentiality. Bach ground checks alone will not work because of all the loopholes.
    SO the ONLY way to keep these mas murder machines out of the hands of the mentally ill is to BAN THEM!

    Those politicians and policemen and others that toot the mental health and background check are PROTECTING THEIR GUNS and feeding us the NRA line!

      Pat, did you realize that our current gun laws are not being supported? That's right, from 2009-2011 the Obama administration and congress has only funded that law (NICS) with 5.3% of the established budget required to support that law! The ATF can't do their job of running background checks that are submitted to them because our current gov't refuses to provide the money which they promised! BTW, baseball bats are the #1 violent weapon of choice in the US. So lets ban baseball bats, right?

      ..Pat....The last ban that ended in 2004 was a dismal failure that prevented nothing...and this is a fact not a theory...And even if there were bans there are still 300 million guns in this country with 10's of millions of the AR type semi automatic rifles...Bans are definitely not the answer.

      i can say from experience, most my life i had problems w depression & anxiety. i dealt with it the best ways i could.
      when i started college, i realized how bad it really was so i started seeing therapists. they put me on so many different meds that kept making me feel very sick physically, & also made me more depressed & like a zombie or a vegtable. their answer was to keep upping the dosages & keep trying new ones every few weeks.

      finally when they gave me prozac , it hurt my head so bad, the next day that i told them i cant do it any more. they said if i wont follow their advice then i cant see them any more.

      then i found a new doctor & they gave me adhd test & found all i needed was help for adhd. i am know on adhd meds & my life has never been better.

      thats the part of the mental health problem that really needs to be addressed.

      Pat, Your comments make it sound like America is a little island floating around with no connection to an outside world. Like we all just stepped off a intergalactic cargo ship yesterday. What I'm saying is you have no perspective on anything; history, societies, human nature, statistics, etc etc. As tragic as all the school shooting are I do not believe the total deaths over the last ten years would equal those killed on the highways EACH YEAR because they didn't want to get molested at the airport by the TSA. 250 -300 . You sound as never once in your life have you heard of a life being saved in self defense with a firearm. This is a violent planet and humans have murdered humans for any reason from the beginning of time and GOVERMENTS have been the WORST offenders. What is it about that,you do not understand. Weapons don't kill people, people kill people. It is the chicken and the egg. If we are all "victims" of firearms, We did we produce them in the first place. Who made the first one and why. I will tell you why. To gain an advantage, power and control, that is what it is all about. why our goverment spends 53 cents on the dollar for "weapons" and for the last ten years has put them to use quite often.

      i think you should give up on trying to take away our personal freedoms. there is plenty of countries in the world who dont have freedoms where you can go.
      the only strange thing about it is that all the people in those countries are trying to come here because its horrible & way worse then living with the prices we have to pay for personal freedoms.

    Still no discussion from Piers and his gun control guests about the root causes of gun (and other) violence. We've had lots of guns in this country for a long time. These mass shootings are relatively new. What has changed? Our culture. Piers friends in the entertainment industry and Pres. Obama's deep pocketed special interest donors in Hollywood have glamorized and promoted violence. We have a culture that de-values life. If a baby is an inconvenience to you, it's no big deal to kill it via abortion.
    Our culture is in the toilet, and Piers and the President don't want to hold their buddies in Hollywood accountable or reign in their vile products.

    This might take some of the sting out of gun background checks: why not have a Certified Gun Owner License, which would be a photo ID issued by the US and would be required for ALL gun transactions in the US? Similar to the CDL, it would only be issued after a background check and would only last a certain number of years, maybe 5 years.

    In practice the seller of each gun would have to report the exchange to the US government within a few days (7?) With some thought it could be done online. The make, model, setrial and CGOL of both parties would have to be recorded. Indeed, a smartphone app could record the CGOL numbers and gun info and inform the government immediately.

      Historically, registration leads to confiscation. I know that's a phrase that's thrown out a lot these days, but it has historical precedence.

      However, I suppose I wouldn't be opposed to such a licensing, on one condition (and people are going to call me crazy over this one): Restore the definition of "arms" to its original intention.

      There are lots of vehicle operators licenses, and for minimal cost, you can apply for most, if not all of them. Standard driver's license, boat, motorcycle, heavy equipment operator, etc. So bring back the definition of arms as "infantry mobile weapons platforms," and license them by type. No more class 3 firearm designation, no more pre-1986 manufacture requirement, just let me get a longarm license, a sidearm licence, or an automatic fire license without having to pay out the nose to a collector because these weapons can't be produced anymore, or being forced to pay a ludicrous tax for wanting to own a particular piece of equipment.

      I think this is a great plan. We can still get the armed society we want, confiscation will be exceedingly difficult with the number and quality of legally available firearms, and personal safety will be improved through school sponsored firearms safety programs (like the driver's ed program). We can encourage open carry, and remove gun-free zones, which have proven in the past to be less than effective.

      Of course, no amount of law will stop a criminal or psychopath from inflicting a huge amount of damage when they go off; this just gives bystanders a fighting chance and the knowledge of how to use that chance.

      the calm people that dont share his views, he always cuts them off & wont let them make their points.

      the other day he asked some guy a question & the guy answered, then the guy said 'to solve this violence we need to'.. then piers cut him off & started ranting about something else...

      piers isnt really looking for solutions, piers isnt serious about stopping violent crimes

    Piers, you asked your guests to tell you what they thought the effective difference is between an automatic and a semi auto w a 100round clip. I'm surprised that you haven't heard this but the difference is that the semi-automatic is much more deadly. Semi is used for accuracy and auto is used for supression and cover which allows moving under fire. Unloading a full clip in auto with accuracy is extremely difficult due to barrel rise and vibration(vision). Semi allows the barrel to drop back to proper aiming position before the next shot is fired. Ask any veteran who's fired full and semi they'll tell you the same.

      This all depends on target volume. If the shooter is targeting a few targets with more than 3-5 feet between targets then yes, a semi auto would be better. However, if the shooter is targeting a theatre packed full of targets then a fully auto weapon w/ 100 round mags will be able to take down many more targets than a semi. Wouldn't you agree?

        Mike, both you and Damon are right. Whether you are talking about a M-16 or an AR-15, both are capable of firing a high number of rounds in a short period of time. It really doesn't make a whole lot of difference, in practical terms, which one you use, the potential for massive loss of life is still the same. By the way, if I'm not mistaken, the M-16 can be selected to fire in either semi-auto or full-auto mode, and both guns can take the exact same type of ammo clips. So, this whole argument over semi-auto versus full-auto is just splitting hairs.
        If you want to get technical about it, we can start talking about cycling rates and sustained fire rates. You may have a gun that can cycle quickly, but it can only do it for short bursts at a time, due to the overheating of the gun and likelihood of misfiring. This is just a simple fact of physics. Machine guns, like they used in WWII, had water cooling systems to keep their barrels from overheating. What we really should be looking at are the sustained fire rates of the AR-15 versus the M-16. I think they would be close to the same in that regard, because the principles of physics don't change.

        like how automatic machine guns are totally legal to own in most states, but piers keeps saying they are banned.

        Excellent point by both you and Damon, sounds like you have Military Experience. The point everyone is missing is time line of Sandy Hook. Police showed up at least 25 minutes after the shooting began. We still do not know how many shots where fired inside the school. 100-200-300. I will noit spell that out for you, but over that ammount of time, how many helpless children could be shot? Even with a 22. cal. pistol the death toll would be high. Timeline for Fort Hood, massacre, was enough to kill 13, and wound 32. Any unprotected area is a Target for CRIMINALS. Path of least resitance is what they wish for.

        Piers Morgan on the target shooting range last night demonstrated a few things.
        1) The AR-15 is a very powerful gun which can fire at a very high rate, even if you're a novice shooter like Piers.
        2) The AR-15 is a very accurate gun to shoot, again even for a novice.
        3) The accuracy in semi-auto mode is far better than full-auto mode, because it is steadier.
        4) The AR-15 could easily be converted to a full-auto version by simply buying the necessary parts, which can be obtained legally, thereby making it a true killing machine in highly populated areas where a shooter can fire it indescriminately. Having said that, a standard AR-15, without any modifications, is more than capable of inflicting a massive amount of bloodshed in a short period of time, especially if it is equipped with a high capacity magazine (which negates the need to stop and reload frequently).
        I do believe that guns of this type and capability, regardless of what name you wish to call them, should be reserved for the military and the police/law enforcement agencies. These should never be in the hands of civilians! There are plenty of other guns available for hog hunting or self-defense.

    Although I appreciate Mr. Morgan's continuing discussion about gun violence, I wish that we would have some conversation about the gun deaths that aren't the results of rabid crazy people. Of the 30,000 plus people who die in this country as a result of being shot by a gun, more than half are either accidents (often involving children) or suicides. I think this is as profound and important a reason to look at gun violence as madmen with assault rifles.

      your statistics aret correct. the real important statistic is that about 2-3 million violent crimes are stopped each year by people who have a gun. by leaving that fact out , the whole conversation is pointless.
      the real problem is people have started relying on & trusting the government for almost everything so they have forgotten how to raise their kids to be good moral adults.
      like adam lanza's mom. she had a kid that she knew had major mental problems but she let him have easy access to firearms. that is why this event happened in Sandy Hook & why she lost her life.

      people who raise their kids right & who follow simple safety procedures like locking up their weapns, or like not pointing it at anyone, or always assume its loaded, dont have problems like that.

        Everyone talks about having their guns locked away, out of reach of those who shouldn't have access to them. But let's be honest here. We all know that if an intruder enters your home, you won't have much time to unlock your gun from a security cabinet and load it up. So, most of the time, in homes across America, at least one or two guns are loaded and ready for use on a moment's notice. If they are not being carried on a person, they are stashed in a cabinet drawer(pistol) or a closet(rifle). So, access control on guns is not always what it should be!

        I've heard a lot of pro-gun advocates stating that most situations are resolved with just the threat of using a gun, without a single shot being fired. If that is so, then just stop the sale of ammunition and let the people have whatever guns they want! That sounds simple enough, doesn't it?

    Why is that Morgan and some of his guests like Raymond Kelly use term "assault rifles"...The term assault rifle is an invented liberal propaganda term...The semi automatic rifles that are being proposed to be banned are not "weapons of war" as they are commonly called. And the bans that are being proposed are for the way these rifles look ..the cosmetics features and not any of the functions or the mechanics..these bans are bogus and a scam. The rifle bans that ended 2004 proved that these bans are worthless and prevented nothing...this is a fact and not a theory. There are many use's for these semi automatic rifles by law abiding citizens....and the semi automatic system has been in use by the public for over a hundred years. Morgan and the other liberals will think nothing of using the Sandy Hook tragedy as a "tool" for liberal agenda knowing that these bans would have not prevented this or any other mass shooting..The pompous arrogant Morgan,is only spewing his liberal ideology and not the facts,Our 2nd amendment rights is none of his business..and he should go home to the UK where there is the highest violent crime rate in Europe,and the shooting violence has doubled there since they put their gun bans in effect.

    Piers, a semi-automatic gun can be more deadly than an automatic gun, because the shooter can actually take aim at each target before pulling the trigger. An automatic gun often spray bullets and many will miss their target. I believe same as automatic guns, all semi-automatic guns should also be banned including hand guns, that are also semi-automatic.

    Canada restricts the ownership of semi-automatic guns and hand guns. Automatic guns are prohibited and all magazines are restricted to 5 rounds maximum.

        Hey, wait a minute! Joe is exactly right. I live in Canada and enjoy lots of freedom, especially the freedom of fearing I could be shot at anytime I go to the shopping mall or theater. Unlike you guys south of the border. Also, we don't have a 'tyrannical government' either to worry about (not that I'm a big fan of Stephen Harper's Conservative Party, mind you)!         but that is a major point that people are missing. the reason why there is many problems is because people arent raised good & dont come from loving homes to teach them the right things to do.

    The reason an average citizen is allowed to own an assault rifle, is because the main reason for the 2nd amendment is for the people to defend themselves against the government. What kind of militia has only hand guns? Think about what kind of weapons the people need to defend themselves against the U.S. Army. This is what the founders intended. A government by the people and for the people. A government always controlled by the people and a people that can defend themselves from the government. Now please stop asking that stupid question. You look like an idiot.

If you were able to go back in time, moments before a person was to become the victim (such as the teachers at Sandy Hook CT.) and you offered them a choice to trust the outcome of fate or pick up a weapon, Every single one of them would choose the weapon, even you. It's not so much the right to bare arms but more of a right to not have your life taken by someone else.
    You provoke the question of the indefinite massacre of assault rifles if in the hands of someone who enters a movie theater. Yes unfortunately you are right that if anyone with the intent to do harm can kill 30 people with 100% success. Yes you are right that one person dying is one too many!
    I have a question for you....If one person in that movie theater had a concealed weapon and was able to kill the shooter, do you not agree that lives will be saved? To me, One person kept alive is one life worth saving!!!

      well Newt made a good point when on the show. the founding fathers wrote 2nd ammendment because they believed in personal freedoms & liberties, & thats what America is all about.

        Technically, the 2nd Amendment specifies the right to bear "arms." Arms are, and have been for a long time, classified as infantry-mobile weapons platforms. This means any weapon that can be carried and operated by infantry, usually 1-3 men. That includes the grenade launcher (and even the heavy machine gun, technically) that you mentioned.

        Remember, the 2nd Amendment was written when civilians had ready access to top of the line military weaponry. I'm not just talking about flintlock muskets and pistols, either. There were privately owned and operated duck's feet, blunderbusses, 12-pound cannons, and even Puckle guns. All of these are movable and operable by 1-6 men, are capable of killing multiple people very rapidly, and were completely legal.

      the thing about it all is that any weapon is ok unless you are causing a danger to others.
      a responsible law abiding citizen causes no problems & thats why this whole gun debate is ridiculous.
      there is some people in a free country who cant handle the responsibilities that come with having personal freedoms.
      there are also sacrifices we all must make to live in a free country.
      its horrible & sad when a violent crime happens but that is why we were given a 2nd ammendment so we can do something to stop it & protect oursleves & children , & our country if its ever attacked by foreign or domestic .
      people should prepare for the worst unimaginable situation & hope it never will happen,
      & dont teach our children we live in a fantasy world where we are all safe & nobody wants to harm us.

In 1993 I got so sick of People & Bill Clintons Gun Ban/Brady Act limiting my righjts while putting softball laws on the books to gently treat criminals with social problems , I got smart, bought a book "Financial Genius" by Mark O'Haroldson, how to really buy real estate, bought a Farm Out in Gods Country and for almost 20 years now have enjoyed hearing sirens ( mostly firetrucks driving by) about 1 to 2 times every 8 weeks if that. CITIES= WHERE THE CRIME IS ! I haven't dialed 911 in almost 20 years. 🙂

    It is amazing to me how the host, Mr Morgan, chooses NOT to educate himself on the legal ownership of firearms in the United States before doing one of hit pieces. Throughout the program he refered to the ban on machine guns as a justification to restrict semi automatic weapons and high capacity magazines. Under federal law machine guns (fully automastic weapons) are LEGAL to own in this nation, there is no federal ban on ownership of them as he repeatedly stated throughout the program. Please check your facts. Some states do impose restrictions or outright bans, but under federal law they are legal to own provided an ATF background check is passed and the appropriate taxes paid.
    The arguement made by Mr Morgan during the program was that certain firearms shgould be banned based upon the "destructive potential" they have because under federal law machine guns (great destructive potential) are already banned, which is incorrect.
    I would laso like a definition of "assault handgun" which is a new term coined by one of his guests!!!

    we were all given the right & there is no other way to stop a violent criminal unless u have training & a gun (until a better weapon is invented)

    this should all bring our communities together. forget our other differences, our religions, our cultures, our races, ect. we should be training together, at the range together, getting to know each other while learning together how to protect our nation & our children from whoever wishes to attack us & do us harm

    I would ask Piers to please ask this question. Mental health is a main argument of the pro-gun lobby. If person 1 lives with someone who is evaluated as dangerous to possess a firearm, does that mean person 1 should not be allowed to buy a gun ?
    2. Would gun lockup be mandated ?
    3. Should psychological exams be mandatory before getting a gun permit.

    We are grouping several totally different and unrelated problems here with totally different causes. Let me just point out a few. Suicides with a gun are caused by depression, gang violence is caused by something else, and mass shootings are a totally different animal. Unless I am mistaken, the first two are the majority of the gun deaths. So, in the end, an AWB does nothing to stop the majority of gun deaths in America. Let’s take the next step. Let’s ban all semi-automatic weapons. We can all run out and celebrate? The results of the deaths by gun violence still don’t change for the two major causes of death. The mass shootings are now using revolvers or something much worse, but that accounts for only a handful of deaths. So we need to focus at least as much attention on the “WHY” as we have been focusing on the “HOW”. Anything short of that will fail.

I am saying that while everyone is focused on how a suspect committed a crime, the next Adam Lanza is planning is mass killing. We can try to make sure he doesn’t have an AR, but he is still going to show up and kill a bunch of kids. I will not accept anything short of a solution that stops him before he gets there. I don’t want a gun fight in the school to save the day. I don’t want to keep spend all our time trying to change the past so that the future is another guy killing kids with a different weapon. You must have not read what I said, or you are pro-gun maybe anti-gun, I have no idea. I am anti just waiting for the next nut job to show up and kill a bunch of kids. So take your pro-gun or anti-gun agenda and set it aside to figure out how avoid the next Adam Lanza.       i understand how you can feel that way & im not trying to put you down. its totally fine to feel uneasy around guns & thats good because they should be treated with the most repsect & as safely as possible. no1 can forget when they have a gun, what it is capable of.

      i dont know your background & age, but i did see posted recently online, a 1995 video of eric holder saying the government needs to start 'brainwashing' people to think guns are bad & dangerous. that helped me understand why so many younger people today think that way.
      the reality of it is, for example with me, i have a carry permit & carry my pistol everywhere. i train & was taught by ex police, so in reality if you were with me, you should feel the safest you ever feel because no body could harm you.
      thats what the NRA president was talking about when he said there has to be good guys with guns at schools. however, people are now teaching thir kids that is scarey & not good for a learning environment. but its reality thats the only way to keep the kids safe because there will always be a few people who want to harm us & we have to have a way to stop them.

      you can google that video, its very ironic since he was the guy in charge of giving guns to mexican cartels to 'trace them' ... they have another agenda, its to disarm the public.

      if a violent criminals is trying to attack you & you dont have a gun(or training in karate or some other weapon ect) , then there is no way to stop them & that is just the way it is.

        Read my post again. I am not against gun in the post. I don’t think the gun is the problem or the solution. Yes, once the bad guy gets there we need to shoot them, but it seems better to investigate why the bad guy was there in the first place. This is getting more common and something in our society besides guns is causing this type of behavior. I also carry a weapon and own many, but the Sandy Hook tragedy isn’t about guns. What made Adam a mass killer? The solution is there, not in the gun.

    1) To reduce assault style rifle violence mandate that owners must keep their weapons away from minors and disturbed individuals in the home or face severe civil and criminal consequences with mandatory prison time. Let your son go to school with your AR-10, AR-15, high capacity assault styled weapon because you didn't lock it away from him then lose your savings, your home and your freedom. If you locked it up and he stole it, then you are not culpable. But you run the risk to trust him or not. This would not include handguns.

    2) To reduce handgun related violence declare the Bloods, Crips, MS13, Hells Angels, mafia, .... demonstrably violent gangs.... as TERRORISTS. Treat them like enemy combatants. Use the NDAA 2012 and extended Patriot Act against them. Sure we have too many people in prison and yet our crime rates are down – go figure. Just being in a demonstrably violent gang should make it illegal to own a gun. When you are a member of a gang you are forswearing your primary secular allegiance to the U.S.

    These anti-gun people are sheep. I don't see a point in arguing what history has taught us about dictators with a government educated populous. The less informed will always support a nanny state because they can't seem to think for themselves. If they could, they would have done the research, and connected a few dots to help them understand that they are all pawns in a 40 year old agenda. And that this was NEVER about saving lives, and this will NEVER be a serious solution to violence. If they were smart enough to figure this out, they would have taken one look at Finestein's list of banned weapons vs. legal weapons and realized it is based completely on appearance and nothing else. It solves nothing. So to help those who are less informed, I will instruct you on how to prove this point on your own. On the list is the AR-15 the most talked about rifle on the ban list. Look at the characteristics of that weapon and note them down. Then go to wal-mart.com and look for Ruger Mini-14 "Ranch Rifle" as they refer to it. Now google Ruger Mini 14 tactical. Compare the characteristics of both weapons. Then ask yourself why is the AR-15 on the ban list, and the Mini-14 is not. While you are at it, look at the Kel Tec 9 carbine that is on the ban list. Ask why is it there in the first place. It shoots a 9mm pistol round from a P-11 pistol magazine. By all accounts this is nothing more than a long barrel pistol. But it looks like a scary rifle. So do some homework here, and see just how serious this administration is about saving lives from the "Assault Weapons".

    Piers is right, we need a president, and congress, that have the backbone to go against the will of the people, and disarm the drove of violent peasants. The best way to accomplish this is to remove the term limits for presidency, and the President declare he's in office for life. Without fear of not getting reelected, he can make the right choices for Americans and protect them from themselves.

    Of course this will be highly unpopular at first, but after the initial bloodbath of the ignorant masses resisting change, the people will come to accept that the homeland does know best, like a loving father. Perhaps in time, we can learn to embrace our leader with the loving address of "My father" and come to love the fatherland and the gifts it brings to those who participate as they should.
