Jay Carney on the Barack Obama: "What he won't do is negotiate under threat of shutdown or threat of default"

With the United States nearly 24 hours into a government shutdown, on Tuesday evening Piers Morgan invited Jay Carney – a man with uncommon access to the president – to share the position of Barack Obama's administration.

"The president's position is clear. He has been all year, and continues to be, eager and willing to sit down with lawmakers of both parties to work out a longer and broader budget compromise. It funds our priorities, invests in our future and reduces our deficit, continuing the work that he's done since he took office in reducing the deficit by more than half," said the White House Press Secretary. "But what he won't do is negotiate under threat of shutdown or threat of default."

Pressed by the host as to why Obama is seemingly unable to effectively negotiate with the Speaker of the House, Carney insisted that any stalemates are a result of policy and politics, not personalities:

"The president actually has a good relationship with and likes and enjoys John Boehner's company. But the fact is this can't be about his [Boehner's] job security. Is that what the message is to the American people: 'sorry, the government is shut down. Sorry, we may default because of internal politics and the future of the speaker,'" Carney asked rhetorically. "That can't be what it's about. Honestly as the president said the other day in an interview, he believes that if the Speaker of the House did the right thing and put a clean bill on the floor that had already passed the Senate and did it on the House, it would get a majority of members of The House of Representatives, including Republicans who day by day are now saying this is what they want, and John Boehner would be strengthened by it."

    Carney is the perfect name for a shill – if you've ever been to a side show, you'll understand. This man should be choking on his words. Obama will not negotiate with the US Congress (and the people) but he will negotiate with terrorists, the Muslim Brotherhood and Russia? And Congress -What a bad joke these people are. It is abundantly clear that the American People do not want obamacare, yet these people who call themselves representatives of the people want to pass it despite the opposition. By the way, Piers Morgan is not an American and has no idea why this country is a democratic republic and not a democracy, has no idea about the real free market (which has been killed by crony capitalism and no longer exists) and no idea about self-sufficiency, self-respect, responsibility and accountability. He has no understanding of how the democrats have destroyed the self-respect of a large segment of our country by making them THINK they are victims so that they lay down and give up instead of inspiring them to the achievements to which they are capable. A tragic ruination of many lives. Disgraceful!

    If the president gives in then every president, Republican or Democrat, will be exposed to this whenever a party wants to play games. He is doing all future presidents, again Republican or Democrat, a big service by not giving in. If any president gives in to this type of politics then why bother with any thing else, just go right to the threat.

      Apparently you have absolutely no understanding of the three branches of government and how it is supposed to work. Nor do you have any undestanding of what this horrible system will do to this country and probably, you, included. Even if you are completely dependent on goverment to provide for you, you will get less care at a higher cost, if you can even get care at all.

        How did you get all that from my comment? I never said I supported or did not support the ACA. It's pretty apparent you have no understanding of the 3 branches of government and their purposes. The bill went through 2 branches of government and became law. The law went through the 3rd branch of government and was upheld. If we as citizens want to change it we go to our respected caucus put the law on the platform, elect representative to bring to congress and go through whole process again to get it repealed.

    Actually, the purse strings held by the house are another important ingredient in the checks and balances of our govt, regardless of passage and judicial review. It's supposed to be hard for government to pass and implement legislation such as ACA. This is an entirely appropriate use of the funding powers of the house, especially since we haven't passed a budget in years. It's also obvious that this entire ACA is this administration's deliberate attempt to crush the health care system in order to declare it broken and implement the single payer system they wanted in the first place, so I appreciate any and all efforts to stop this insanity before it gets started and breaks health care as well as what's left of the economy.

      ACA is already funded so I don't see how "holding the purse strings" affects that law directly. I am interested in the theory that the current executive branch administration is deliberating causing the collapse of health care. Is this your theory? Can you direct me to some information that has validated facts to support the theory?

    I am truly disgusted by the arrogance of Congress as well as the President. All of which receive timely pay checks. It seems they have no real sense of the damage this shutdown is doing to government employees and our families. How dare they demand that exempted service employees continue to indefinitely report for work while financing commuting and travel costs out of our own pockets without any certain sense of where or when our next pay check is coming from. Family resources are finite and bills such as mortgages, prescriptions, child care, groceries and utilities are all coming dangerously close to being due. What happens when the money runs out and there is still no pay check in sight?

      As usual, there is no real savings. As in the past where they paid furloughed employees, they are already trying to pass legislation to give back pay to the currently furloughed employees – so paid vacation.
